Cardiff Crossrail

Cardiff Crossrail is a proposed tram-train project designed to improve public transport links between Cardiff city centre and Cardiff Bay. It is part of the wider South Wales Metro initiative and is being delivered through a collaboration between Cardiff Council and Transport for Wales.

Overview

The first stage of Cardiff Crossrail, referred to as Phase 1A, aims to introduce a new tram-train service between Cardiff Central station and Cardiff Bay. This will involve constructing a new tramway through Callaghan Square to connect with the existing Cardiff Bay line. Plans also include building a new two-platform station at the southern car park of Cardiff Central station, along with an additional third platform at Cardiff Bay station. The project is intended to improve the transport network serving both Cardiff city centre and Cardiff Bay, and to enhance accessibility across the region.

Background

Cardiff Crossrail stems from proposals in Cardiff Council’s Transport White Paper from 2019, which outlined a vision for transforming the city’s public transport system. The scheme supports the broader South Wales Metro plan by introducing faster, more frequent services using tram-train vehicles. Funding for the project includes contributions from both the UK and Welsh governments.

Key features of Phase 1A include:

  • A new two-platform station within the southern car park at Cardiff Central, enabling convenient passenger transfers.
  • A new tramway running from Cardiff Central station through Callaghan Square to link up with the current Cardiff Bay line.
  • A third platform at Cardiff Bay station to complement the second platform already under construction.
  • Improvements to public spaces and streetscapes along the route to better connect surrounding communities and attractions.

There are also proposals for a future extension from Cardiff Bay station to a new station on Pierhead Street, which would be dependent on additional funding.[1]

Consultation and engagement

A public consultation was held from September to October 2024 to gather feedback on the proposals. Residents and stakeholders were invited to take part in community events and complete an online survey. The results of the consultation are intended to shape the design and planning of the scheme as it progresses.[2]

Timeline

  • April 2024: Submission of the Outline Business Case.
  • Summer 2024: Stakeholder engagement and publication of the Consultation Commitment.
  • Autumn 2024: Public consultation period.
  • Winter 2024/25: Submission of the Full Business Case.
  • Summer 2025: Decision on submitting an application for a Transport and Works Act Order (TWAO).
  • Summer 2026: Confirmation of the TWAO.
  • Late 2028/Early 2029: Entry into service.

Future developments

Cardiff Council and Transport for Wales are considering future phases beyond the initial link. Phase 1B proposes a connection from Cardiff Bay station to a brand-new stop on Pierhead Street.[1] If delivered, this would enhance access to the waterfront and key attractions. Further phases may extend Crossrail services to other areas as part of a long-term vision for a fully integrated transport system in Cardiff.
