fi-compass[1][2][3][4][5][6] is an advisory service platform developed by the European Commission and the European Investment Bank Group (EIB Group).[7][8] It supports EU shared management funds' managing authorities and other stakeholders by providing practical know-how and learning tools on financial instruments across the European Union.[9]
Financial Instruments
[edit]Financial instruments co-funded by EU shared management funds, such as loans, guarantees, and equity investments, leverage public funding to attract private investments.[10][11][12] These instruments contribute to EU policy objectives, including economic growth, job creation, and social cohesion.[13][14] [15][16] fi-compass is designed to support EU shared management funds' managing authorities and other interested parties by providing practical know-how and learning tools on financial instruments under various EU shared management funds, including:
- European Regional Development Fund (ERDF) / Cohesion Fund (CF)[17][18]
- European Social Fund Plus (ESF/ESF+)[23]
- European Maritime, Fisheries and Aquaculture Fund (EMFF/EMFAF)
- Asylum, Migration and Integration Fund (AMIF)
Key Functions
[edit]Hosted within the EIB, fi-compass serves as a one-stop-shop for information, guidance, and technical assistance related to financial instruments under EU shared management.[24][25][26] Its primary objectives include:
- Promotion of Financial Instruments: Raising awareness and promoting the use of financial instruments to enhance the impact of public resources.[27][28]
- Capacity Building: Providing training sessions, seminars, workshops, and online resources to build the capacity of managing authorities and other stakeholders.
- Knowledge Sharing: Facilitating the exchange of best practices and experiences among EU Member States and stakeholders.[29]
- Technical Assistance: Offering expert advice and support to help design, implement, and evaluate financial instruments in line with EU regulations and best practices.[30]
