Ronan Long (1962-) is an Irish academic scholar specializing in the law of the sea, the law of climate change, and European Union law. He is the inaugural Director of the Sasakawa Global Ocean Institute at the World Maritime University (WMU) in Malmö, Sweden, where he holds the Nippon Foundation Chair in Ocean Governance and the Law of the Sea.[1] He previously held the Jean Monnet Chair of European Union Law at the National University of Ireland Galway (2001-2016), and was appointed to the Chair of Energy Law at the University of Aberdeen in 2008, but did not take up the appointment due to the award of a personal professorship in Galway.
Family
[edit]Long is the eldest son of the late Margery Long and Bearnard Ó Lubhaing (Bernard Long), two renowned educators who spearheaded the founding of Gaelscoil Faithleann in Killarney in 1989, one of Ireland's most progressive all-Irish schools.[2] Margery Long served as the National President of the Retired Teacher’s Association of Ireland and championed the rights of the child within the Irish educational system. She campaigned successful to Save the National Park and for the restoration of Killarney House, including many years of service as the vice president of the Kerry Archaeological and Historical Society.[3]
Bearnard Ó Lúbhaing was the North Kerry branch secretary of the Irish National Teachers Organisation for 25 years, a Trustee of Muckross House,[4] and received the 2002-2003 An Taisce Environmental Award for long service to the cause of conservation in Ireland.[5] He penned "Ceann Trá a hAon" (translated as "Ventry Calling"), a memoir that recounts the heritage and Irish language culture of Ventry, County Kerry, Ireland.[6]
Long is married and his daughter and son are graduates of the Royal College of Surgeons Ireland and the Electronic Engineering Department of Trinity College Dublin.
Academic career
[edit]Along with his brother, Dr. Bryan Long, he attended Coláiste Íosagáin, Ballyvourney, Ireland. Professor Long earned his Ph.D. from Trinity College Dublin, where his thesis on European fisheries law and environmental policy was published by John Wiley.[7] He also holds a Bachelor of Civil Law (B.C.L.) from the National University of Ireland and completed the Rhodes Academy for Oceans Law and Policy (2002) and subsequently became a faculty member. He has taught as a guest professor at Harvard Law School (2017-2025) and the University of California Berkeley Law. He was invited by Dean Erwin Chemerinsky to deliver the inaugural Harry and Jane Scheiber Lecture Berkeley Law in 2018.[8]
Long has a special interest in capacity development and has co-supervised over 20 PhD theses primarily for students from the Global South. He has the chaired doctoral boards and been an examiner in over a dozen universities including University of Milan, Nelson Mandela University, University of Wollongong Australia, University of Southampton, University of Dundee, the IMO International Maritime Law Institute in Malta, among others.

[edit]Long has been a member of the editorial boards of International Journal Marine and Coastal Law (2006-present), Ocean Development and International Law (2006-2016), International Law Studies (2019-present), special issues of Ecology Law Quarterly on Oceans and Climate Law (2018), as well as contributing to major inter-disciplinary journals including Restoration Ecology.
Professional Experience
[edit]Before his academic career, Professor Long was a permanent staff member at the European Commission from 1993 to 2000. During this time, he undertook over 40 missions representing European institutions across multiple continents, focusing on international law and maritime issues. His responsibilities included drafting regulations related to satellite technologies for vessel monitoring systems.
Hobbies
[edit]Long is a keen sailor and represented Ireland on NCB Ireland,[24] and sailed on Moonduster in the 1980s.[25]
