CTAPS and shortcomings of ECWCS

Apparently there's a new system being tested, the Cold Temperature and Artic Protection System (CTAPS). Reportedly, soldiers stationed in Alaska complained that ECWCS does not meet the unique extreme cold weather experienced there. A CTAPS project officer mentioned "many capability gaps of the current ECWCS system".
