One of the world’s largest Residential Buildings Outside China

Novy Okkervil is a large residential complex located in Kudrovo, a fast-growing suburb to the east of Saint Petersburg, Russia. As of 2025, it is one of the most populated residential buildings in the world outside China, with an estimated population exceeding 18,000 residents.[1][2]

Structure

The complex comprises 35 entrances (подъезды) and 3,708 individual apartments, built in a continuous high-rise structure that reaches 25 floors in height. Architecturally, the building forms a closed-loop configuration with an interior courtyard designed in a labyrinth layout.

Population and Infrastructure

The planned residential capacity of Novy Okkervil varies between 18,000 and 20,000 people. To accommodate this population, the complex features extensive infrastructure. This includes:

  • Two outpatient clinic departments
  • A large standalone polyclinic
  • A school with a capacity of 1,600 students
  • Three operating kindergartens
  • Two additional preschools located nearby

Residents also have access to a wide range of amenities, including a fire station, postal office, hypermarket, multiple grocery stores, pharmacies, beauty salons, restaurants, dental clinics, medical offices, fitness centers with a swimming pool, theaters, and various child development centers. The complex functions as a self-sufficient "vertical city" with services.[3]
