David Hoe is the Director of Philanthropy at The Majurity Trust.[1]. (Chinese: 许德财; pinyin: Xǔ Dé Cái; born 31 December 1987). He is a District Councillor for the Central Singapore Community Development Council, and the co-chair of the Education Roundtable for Advisory Singapore, a youth-led charity[2]. He is a Philip Yeo Initiative (PYI) Fellow[3], and was a former educator at Eunoia Junior College and a council member in the National Youth Council[4]. He is also a People's Action Party (PAP) candidate for the upcoming General Election 2025 (GE2025)[5].

Education

Hoe attended Beatty Secondary School where he was emplaced in the Normal (Technical) stream with a PSLE score of 110 from the EM3 stream in primary school. Upon finishing his GCE 'N' Levels and receiving the Lee Kuan Yew Award for outstanding Normal Course students in 2005, Hoe wrote in to then-Education Minister Tharman Shanmugaratnam, and was granted permission to repeat Secondary 3 and 4 in the Express stream, in order to qualify to be an educator[6].

Following his graduation from secondary school, Hoe attended Catholic Junior College[7], was awarded a Ministry of Education teaching scholarship, and attended the National University of Singapore (NUS) and Tembusu College residential programme[8]. He graduated with a Bachelor of Social Sciences in Economics from NUS, and thereafter with a Postgraduate Diploma in Education (PGDE) from Nanyang Technological University and a Master of Science (MS) in Applied Economics from Singapore Management University[9].

Career

Hoe began his career as an educator, teaching Economics at Eunoia Junior College and serving as Deputy Head for Student Leadership and Talent Management. He later joined the Ministry of Education's UPLIFT Programme Office, where he worked on initiatives to support disadvantaged students. In 2021, he joined YTL PowerSeraya as a business analyst and assumed the role of Principal Business Architect in 2022. In 2025, David joined The Majurity Trust, a philanthropic organisation in Singapore, as Director of Philanthropy[9].

In 2025, it was announced that David Hoe would be fielded as a People's Action Party (PAP) candidate in the upcoming General Election 2025 (GE2025) in the Jurong East-Bukit Batok Group Representation Constituency[5][10][11].

Awards

  • In 2005, Hoe received the Lee Kuan Yew Award for outstanding Normal Course students[12].
  • In 2011, Hoe received a teaching scholarship from the Ministry of Education[13].
  • In 2015, Hoe was nominated for The Straits Times' inaugural Singaporean of the Year award[14].
  • In 2021, Hoe received the President's Volunteerism & Philanthropy Award: Leader of Good (Youth) from the National Volunteer and Philanthropy Centre[9].
  • In 2022, Hoe received the ASEAN Plus Youth Volunteer Award for his community initiatives[15]

Personal Life

Hoe is married with a daughter and a son. After his parents divorced and his mother went blind, he spent his primary school days selling tissues at hawker centres and on the streets. Hoe's mother died of a stroke when he was 12, and he went to live with his father and older brother.[6]
