What game is this?

I was going through some family photo albums and came across this image. My uncle and grandfather are playing a game that I'd always assumed was Connect Four. Upon closer inspection, it's either not that game or not a standard game of it. Connect Four came out four years prior, in 1974, which could be enough time for knock-off or spin-off versions to be developed. Can anyone tell me what game this is?
